I would drop the upgrades on the Giant Rats. It's kind of overkill for what the unit does. I run a small unit close to my Doomwheel so it shoots the rats instead of the important stuff.
You will also want to make Censor Bearers full ten man units. These units attract alot attention and if you want any to survive, beef them up. These guys are easily some of the best troops in the Skaven Army.

If you want to put this army on the table, let me know. I have another army to field against it.

Also just noticed the upgrades on the skavenslaves. Slaves are there to do one thing, DIE!!! They deserve no upgrades.

Lose the upgrades on the slaves and the giant rats, you should have the points to beef up the Plague Censor Bearers.

The slings were there for fun.

The shields were there to fill out points....
