Is there anywhere around to learn how to properly paint models. My painting is ok but i need to bring it to the next step to bring my painting to a table top standered. does anyone have any ideas

Look up painting tutorials and try new techniques. This, coupled with many many many bad paint jobs will eventually make you a good painter.

bdix is right, there's a lot to be learned from youtube. I know I should probably spend a bit more time there myself, I've heard really good things about the GW Painting DVD/booklet but I couldn't speak from experience there. There are also a variety of painting tutorial dvds you can get from a myriad of sources, but these will vary wildly so be sure to do some research first.
